Bill,
ESCI's problem is that it is NASDAQSmallCap -- not quite as bad as the OTC BB, but close. The major trading difference is that MMs can short naked and on downticks.
The other problem, of course, is that the SmallCaps limited resources often forces them to offer reg S inducements.
