They have done this by continuous cost reduction.

Constantly improving yields on a given process and reducing die sizes by introducing advanced processes without a hiccup in yields.

Intel is also squeezing out costs in assembly - the Celeron is a good example - removing the L2 cache and plastic housing, and next year going to a 370 pin PPGA or BGA package.

I'm sure Intel is also putting the "screws" to their suppliers of Silicon, chemicals, SRAM chips, etc. I'm certain Intel wants to spread the pain around to everyone in the industry - everyone who probably milked Intel for a fortune during the "good ol' days".
