'...Utilities. In an April 1998 report for state public utility commissions, the National Regulatory Research Institute (NRRI) raised
concerns about the readiness of utilities, especially electric utilities, to handle the date change. Beyond billing, inventory, and
financial management systems, the report says, "an even greater danger may result from `embedded systems,'" the computer
chips and microprocessors that control the physical plant and equipment in generating and transmission facilities. For
example, electronically controlled safety systems that use time and date information must be checked to ensure that they will
operate through and after the date change. Similar concerns exist for telecommunications infrastructure. Regulators should be
monitoring companies' remediation of Y2K problems in their networks and business systems.

Currently, commissions are only monitoring the progress of utilities in addressing Y2K vulnerabilities. The NRRI report noted
that commissions are using surveys and informal investigations to raise awareness and identify and track the actions that
utilities are taking to address the problem. The results of those efforts will determine whether more formal inquiries and actions
are needed.
