CAN CAMERAS MAKE DRIVERS SEE RED?

Violations for running red lights have dropped 42% in Oxnard, Calif.
Why? Cameras were placed on the lights, and violators are ticketed. Other towns should follow Oxnard's lead. Drivers who run lights kill 850 people a year in the U.S. and cause 260,000 accidents, says the Insurance Institute for Highway Safety. {Phoenix and Mesa, Ariz., had the worst rates.} The total of fatal accidents rose 15% from 1992 to 1996, with the drivers likely to be under 30, drunk and unlicensed.
