If I were the CEO of any company with a share value of under $10 I would constantly have a filing in so that I could sell stock. Just in case one fine day for unknown reasons the stock goes from .50 to $2. I might want to sell a few shares. It would be very frustrating for that to occur and not be able to sell especially if you thought that $2 was an abberation.
