One question: Three weeks ago the Russian Duma(Parliament) rejected to ratify START citing the nuclear threat of nearby Pakistan & India. Since Russia will not ratify the treaty, then isn't START essentially a non issue? Good Luck Long time lurker & supporter of E Prime Bill
