Sometimes the tape runs late on active stocks but it shouldn't be that late. The tape reflects the trades that take place during the hours that the NYSE is open, 9:30 to 4:00. After hours trades aren't shown on the tape. Stocks trade on foreign markets such as London when the NYSE is closed and the prices can be different than in the US but they aren't shown here either. Late postings of open market trades are probably what we are seeing rather than late trades but in any event, the tape represents the NYSE trades.
