The key line in the article is the statement that Compaq is paying 42% less for components in those $899 computers than it had been. Of course AMD is paying in lost profits until it ramps up production. And Intel is paying with a blown to hell business model.

Times have certainly changed since Intel had the only Pentium in town and could charge whatever it wanted for them.
