I totally agree. It would be VERY UNLIKELY for a mere employee to undertake such an "underhanded/illegal?" undertaking without "permission" from the top, IMO.
Think about it-why should an employee go out of her way and take such a risk if not ordered to do so from the top? What does the lowly employee have to gain?
