Everyone else likes to speculate, so here goes.

Something happened around 4/22, because the stock was flying, Lair was being promoted to Chairman, the financials were close to coming out, the public relations people said they expected some news "soon", etc., and then we hit the wall so to speak.

Subsequently, Lair steps down, ZULU technical people are transferred from Zulumedia to ESVS (?), Mincheff comes on board, CIE buys out NetVest, etc.

I don't think the delays are all due to Lair's situation. I suspect that he left when the deal was in limbo, and Hayton/NetVest were still on board. Hayton's connections may have hindered SEC approval, caused friction with Lair, etc., leading to Lair's departure and the CIE buy out of Netvest. This perhaps has led to more ongoing scrutiny of CIE and whether Hayton has separated himself far enough away from CIE (and perhaps there is some restructuring going on right now with what I suspect is a continuing interest in this internet gambit).

Oh, what tangled webs we weave?!

Just my speculation, of course.
