Tom you have a good question and Cheryl has given you an excellent answer. ADOT has recently - in the last 3 months I figure - raised the funds she is referring to. My thinking is IF they had a good cash balance - say a year or even 6 months ago - they would already be where they say say they'll be by the end of this year.

Hope that's not too confusing. If you go back to Part 2 of the Information Series you'll be able to see their projected schedule as of say Mar./April of '97. They are behind this schedule.
