Quick correction. QC is saying, to the worldwide telecom community, that it will lower the royalty rate for EVERYONE based on a converged CDMA-based standard. In doing so, the company is holding out a carrot for convergence and simultaneously feathering its nest (i.e. despite a lower royalty rate, royalty dollars would increase because CDMA would have 100% marketshare over time). This is not a "giveaway" by Qualcomm or a kick in the teeth of existing cdmaOne providers, rather this is a shrewd dollop of grease to lubricate this wheels of progress.
