Absolutely wrong.

Microsoft used the declarative in issuing the following statement:

"We're disappointed that a government agency would try to
enlist foreign governments in attacking a U.S. company"


There is no conditional "if" there. There is nothing ambiguous there. That quote can in no way be construed to mean what you erroneously state.

Next time try reading and comprehending before posting.
