If you don't mind somebody else answering, the answer should be "yes". However, you need to select an ISP that has an unclogged network. You can use a tracert (+MB tradings web site name) in a DOS window to test. Ideally each hop should be in the 200 range or less. If you get lots of 300's to 400's or asterisks the jumps are taking too long. Check with your ISP to see if it is a temporary problem or get another ISP if it doesn't correct.
