Carol: Thanks for the link; I think it raises some concerns as to the reliability of this particular launcher. If reliability is poor then companies are going to have a hard time getting launch insurance.
I don't mean to impugn Russian technology, which is first rate, I am just concerned that their companies are chronically short of funding.
Just to underline the point they are late on delivering the Russian component of the International Space Station, largely due to shortage of funds. According to SOWL the upfront payment to the Russian firms for Spaceray is $450,000; even with the dollar-rouble exchange rate this is not a large amount.
With regard to Brazil the message from SOWL seemed to be slightly confused as you say; he said that A bands had been allocated to Brazilian companies, but my understanding is that the Telesp consortium which includes BellSouth has been allocated frequencies in the A band. BellSouth, through BCP, already operates a cellular network using the B band.

When BellSouth began their service in Sao Paulo they had 1.6 million applicants and the first 150,000 customers were chosen by lottery.
There is clearly huge demand for communications and using the ARCS system avoids a lot of problems setting up a cellular network in a densely packed urban area. I still think PLFM have a good opportunity and am prepared to wait for the outcome of the auction,
