no you can't short otc or canadian unlisted with any of the chartered banks. It isn't allowed. If Bank nationale can short BB it is a first. In order for a firm to short any stock they have to look in their inventory first to see if they have shares available to short in the first place.

Plus, you really can't run out of shares to short, since some people hold long, and these shares can be borrowed. Plus the MM can do what is called a naked short, where a short sale is made, without any real shares being used.

I'd call your broker and ask him to clarify. He must have meant that Bank Nationale didn't have any shares left to short.
