Jay, you're a butthead! The dow ran far too fast right after the election for no rational reason. The fact that small caps didn't participate in the rally doesn't justify Fed policy waiting around until the "small guy" can get his money back. It's been a phenominal year for stocks. How much have you made. 20%? 30%? 40%?. How much is enough. If you haven't had those returns because you were 100% invested in small caps then either 1) you don't believe in the companies you're invested in and you're simply a momentum investor or 2) you do believe in the companies you're invested in but are out of cash and couldn't afford any more at these levels. Either way you're still a butthead.
