GC, The form says "Initiate or resume". The first time a MM filed that form they initiated on both the OTC:BB and Pink Sheets, they just didn't need to use Pink sheets because it's not real time quotes.
When they were delisted from the OTC:BB they fell back on the Pink Sheet that they were still eligible for. IF things get bad enough they can also be delisted from Pink sheets. So to move back up or "resume" on the OTC:BB they must refile the form 211 including all the valid current documents. If the form is complete and accurate they will move back to the OTC:BB (NASD) nothing to do with SEC. I just doubt that any have filed the forms to resume on OTC. It's not in their best interest right now, too many unknowns with GE.
