Colleen, otcbb.com Here is a link to form 15c2-11. You can read the text yourself but I think the basic problem is that the MM need certain documents (i.e. Latest Annual Report, etc.) before they can give quotes. With the halt in trading I think the various MM would be a little hesitant to jump back on with the missing (late) Annual Report.
