Yes. I don't have any clear ideas why it happens but it is a fact that stock prices tend to gravitate to the nearest strike. I am sure that MMs would if they could try and hold the price to at or below the strike, but of course if the stock is under accumulation they probably wouldn't try because it would be too dangerous. Also, beliefs like the one above - if they're widely enough accepted - become self-fulfilling.
