I don't think there is that big a concern about growth rate, they are just managing expectations. I do know for a fact that they are hiring like crazy. Siebel will not be as naked as a lot of the other apps vendors because of their relationships with the implementation companies. Tom realized this long ago which is why he sold Andersen 10% stake in the company. They both recognized the potential size of the market and decided they were best as partners. Also there are numerous companies who are willing to pay Siebel to be an implementation partner so I see no immediate shortage of consultants.

Here is a little known fact, AA had to re-write their bylaws to allow a partner(Shaheen) to be a board member of another co.

FWIW, I have heard potential market cap #'s of $30 billion, do the math.
