We have stayed twice now in Cancun, Mexico (the lesser expensive Hawaii of North America, in my opinion). Both times we toured the Mayan ruins in the Mexican states of Quintana Roo and Yucatan.

I didn't mean to imply in my earlier post that the Mexicans were in any way at fault or involved with the car thefts, other than the Mexican government does appear to look the other way on the issue, sort of a live and let live attitude. We saw many sports utility vehicles while down there, and the tour guides openly acknowledged that the vast majority were stolen in Texas and being driven to Belize. As you said, the Mexican government cares little about the practice.
