Correct on most points. However, before we can smooth the system out with self pay, remember King Richard III, "Kill all the lawyers." I just love the TV ads suggesting medical mal practice and "call the law offices of Joe Shleezebag and associates for a free consultation -- you may have money on the way." That crap makes defensive practice imperative.

Odd how everyone is more cautious when it comes to paying with their own cash. Welfare/ADC populations seem prone to seek ER attention for a hang nail and their attendance at scheduled follow-up appointments, well forget it.

Your idea is exactly the way I handle our non-HMO health insurance -- New York Life Care (NYLCare) with $2K deductible. A large trucking firm in our area does the same thing. If an employee is hospitalized the employer pays the deductible and the insurance pays 100% of the remainder. Checkups, etc., are at an employees expense. It avoids the waste and the employee's are happier than Hell to boot.
