Can somebody help me?

Ordered a new CPQ Presario 5600 on Kiosk at Best Buys. Received on July 10 in the A.M. Would not turn on, worked with Tech support same day but end result was to have technician call us and make appointment to come and fix it. We have called every day to get the same result " someone will call you within 2 hours". Nobody will even call to make the appointment let alone fix it. Have asked for a supervisor on 2 occasions only to be put on hold for 20 minutes then told none were available. So I've spent over $ 4,000 and 8 days later and still no call. Does anybody know who I can call to get some help.
