SURF is partly subsidized by QCOM, which I don't consider a good investment of my QCOM stock. I think SURF is playing with the big boys. They started out by paying too much for their FCC licenses, and its been an uphill battle for them ever since.

PrimeCo is a limited partnership between NYNEX, Bell Atlantic, US West, and AirTouch. This limited partnership is private. They're all the big boys, with their phone systems in place. They also have deep pockets. Other big players are Sprint PCS (including TCI Cable and Comcast Cable in this limited partnership), and of course AT&T. I think they will have their systems up and running before SURF can get out of the starting gate.

I think if you check the stock of the above companies, you'll see that they are dumping huge sums into PCS and it's reflected in their stock prices. I haven't checked them lately.
