The reason why IBM chose Intel's 8086 and 8088 was because Intel could deliver them in volume in IBM's hand. Motorola's 68000 was clearly several years ahead of itself. It had nothing to do about which chip outperformed the other. It was a business decision.

700MHz CPU is very much within the 0.25um technology, even with the archaic x86 architecture. When the L2 cache is added into P-II, chunks at a time, the speed is going to increase.
