I think we all realize that the problem with csma is the lack of funds. I think it's downright stupid to think any kind of skimming could be going on. There's just not enough money.

Back when the 45k funding was announced a said "big deal." Maybe it was to csma. I believe that if the disposal well was ready to go and they needed funding to complete the bore or sleeve a bank or other institution would front the money. So, there might be another problem we don't yet know about. And that might explain Mike's attitude.

Not bashing, just thowing out some thoughts.
