I think it's fair to say the profits in E*Trade's business model come from high-volume traders, not from assets held for low-volume traders. Yet it is the high-volume traders who find their skimping on software development and capacity intolerable. I expect they have already experienced major churn, if my experience is any guide, and that profits are going to be thin as a result.

ObSuggestion: E*Trade should state as corporate policy that their intent is to provide the best possible service for ACTIVE traders of LARGE accounts, that for the next few years SHARE is more important than MARGIN, and that they will spend as needed to provide reliable service even on high-volume days.
