A very pertinent point about TS Telecom might be the repatriation of capital and earnings. What restrictions are in place? Can TS Telecom realize its investment to its full value or will it be subject to certain debatable business practices in other parts of the world. Companies have been known to have assets seized or to have contracts rewritten.

TS Telecom is trading where it is, in recognition of the high risks of being able to recover its money. Those risks might be badly evaluated by the market, but given other experiences in China, investors prefer to be prudent and assign a very high risk rating until more years of operation are seen. If TS Telecom is able to take out money, then this would be viewed positively.

Another risk factor present with this company is the fact that it operates in only one area of the world and in only one country.

Until China recognizes the need to fully protect foreign investment,then there will always be a very high discount applied to companies operating there.
