Probably. If there is a country that could do it and the risk/reward ratio could be better it may well be China, IMHO of course.
If you have been to China, I would love to hear your views and reasons of why you think so..... if not, I suggest you take a trip to Kong Fu Land..... then we will talk.
No offense, but all this "mysticism" about eastern ways.... sorry I do not buy it.
To put it gently, in terms of corruption, compared to the Chinese government, Mexican politicians are like missionaries, or saints, or kinder-garten children.....
And do not forget that in Mexico the term "Mordida" (bite) was coined, to describe the pay offs that take place in everything you do, it is like a "way of life".
Now, if we are talking such levels, maybe the Mafia is a better bet yet!
In addition, you have the lack of infrastructure etc, to build, but once again, unless you are one of the "insiders" the risk/reward ratio is simply too much out of wack for me... then again, I am a mere "vasayo" in the great scheme of things, so who am I to opine in these matters of the world....
Again, only my opinion.
