MIchael, The State of California should care if a hungry person is forced to say a prayer before receiving the food, and so should you and everybody else. Your requiring them to jump through a hoop first is demeaning to a person who probably already has a low self-esteem for having to ask for the handout. Give them the food and leave them alone. Each individual can pray if they choose to, just as they always could in our schools. Coerced prayer is nothing but a power play to make one person subordinate to another.
