Both. But mostly consumer. I think H.324 will create a large video calling market from PC to PC over the telephone network.

In the business market where better quality is an issue, H.320 over ISDN lines is required and it is a growing market. Companies like PCTL, VSVR, CLIX and VTEL are in that market.
