We may get off subject here delving into Oracle, but...

Are you saying that you use Oracle Developer? There is no product
called "web developer". Their architecture looks like this:

+---------+ +------------+ +-----------+

The app developed using Developer runs on the app server. The app
server provides an encrypted interface between the app and a Java
applet running in the thin client.

The app behaves exactly as it would as if it were running in a
client/server configuration, executing the same code, with the same
Oracle security, etc. The beauty of this is that Oracle Developer
apps do not have to be rewritten to become web-enabled with stateful
connection to the Oracle database server.

Of course, if the Oracle applications themselves are not up to par,
then enabling on the web may not be a big plus. However, there is a
certain financial appeal to an enterprise to implement its
financials, HR, etc. via the web. The question remains, is SAP
addressing this technological issue?
