I think you are wrong about this.
A. 750,000 web sites is not just a blip. Linux is now the fastest growing web server by far. Oracle and IFMX are now going to support it, as is Netscape. When I was setting up my web site 2+ years ago, I decided on NT, mainly because I had used it since early NT 3.1 betas, but if I were doing it today I would go with Linux, for sure.
B. NT is taking some hits right now in the press. The next version being out at some unknown date. Embarrassing stuff like NT-wired Aegis warships being brought to a halt (literally - propulsion failure, among other things, apparently.) See: gcn.com
C. Linux, like almost any Unix, implements Internet protocols better than NT, in my experience. There are things that NT refuses to do by policy.
D. The open source movement, and the reputation for reliability of open products, is definitely starting to impinge on the IS mentality. It's all those hundreds of thousands of active debuggers that give it the edge.
E. NT can't run away from Linux by going upscale - because it still doesn't scale up. Linux may well scale to 32 processors in general practice (not special solutions) before NT does. At least Linus himself is now working on it.
