Simple, because CF & MSFDC know the total potential users they can deliver is only a fraction of that which the banks will ultimately deliver, and it would alienate them.

This discussion seems to suggest that both CF and MSFDC are managed by a bunch of brain-dead individuals, and of course they aren't.
