Report them here is the generally accepted protocol. Though I suppose that posting one to someone, while in bad taste and having legal consequences, wouldn't be off topic. As to getting one of your own, that seems to be a personal merit issue. MTEI seems to be a good place to shop, as there have been a couple issued in PM recently from someone claiming to be long MTEI.
