I disagree, although bandwidth is an issue so are the video compression standards (industry standards) available. Couple this with the ability of purspose built image processors to work fast enough to extract the benifts new standards offer and you will have full motion video over ISDN, and I mean in the 128 to 384 kbit sector.

However, Until such time as the above happens I think that H.324 solutions are likely to form a larger and definitely more affordable slice of the PC based videoconferening pie.
