Absolutely not, for exactly the reasons you stated. At a garage sale, I am not acting in an official capacity as an appraiser and buyer at the request of the owner. We all use what expertise we might have in our little lives-- be it computers, cars, law. But this guy was invited to appraise the items(or so it appears)as a professional. The crux will be the terms of the agreement.
It sounds as if the dealer misrepresented several things. BTW, the City thought the bulk of the payment went to Pickett. However, they aren't going to give the items back.
