Actually I have seen numerous cases where the Underwriters analysis has leaned to the conservative side. Because they have a vested interest, they have to tread carefully with the SEC. Witness the lead underwriter for Netbank releasing a news release a few months ago that NetBank had climbed to far to fast and urging investor restraint.
