A wise man once explained to me that there are only two kinds of people in this world, those who measure others and those who are measured. In this case, Moody is the measurer and Japan is the measuree. The beauty of being a measurer is that you can make the situation of the measuree worse, so that when you measure them the next time, you can clobber them again, until they are beaten into submission.
