Latency will be a difficult one to solve. All memory solutions use the same logic at the final stage to hold the ones and zeros. This consists of rows and columns of capacitors holding a charge. (unless they use static ram which stores ones and zeros as a balance between several transistors which takes much more space than a row of capacitors). The address sent to a memory device must be decoded through at least two layers of transistors to arrive at the row and column and then the capacitor must charge (or not) the sense line to activate the buffer transistors at the data port. It is unlikely that rambus will even try to propose new designs to this end of the memory module. They will just license their interface to the best storage technology they can find. This is not a disadvantage to rambus since any other interface must connect to the same or similar storage.

Latency is most likely to be addressed by the processor manufacturers. The CPU are being designed to ask for pieces of memory before they actually use them so that they are already read and waiting in the cache. The type of algorithm used is often If the program asks for a certain byte, get it and the next 16 also since it is likely those will be asked for next. There are things rambus could do such as providing block operations where one address causes a whole series of data to be read out, but for the most part, latency is an issue of the underlying storage and not the interface to the storage.

Ouch! Ouch! I've been buying back in with small blocks when I see a dip. I have a feeling I will get a much better price with an overall market decline around Oct. but I can't time the stock and I don't want to be left without a position when it takes off.
