Unfortunately, some your information is incorrect.

>Oracle's stuff works with Oracle Web Server which does not have the best reputation in the world.

Oracle's App server works on ANY web server.

>I am not sure if Oracle has built "canned" applications for the Browser like SAP did

Oralce did not have to can any applications. Their apps run without change like client/server apps on the app server. Their java applet presents screens to the thin client and captures key strokes to the app running on the app server.

>it looks like Oracle wants to continue to bolster their database by building technologies that rely on its use

That is what they want, but Oracle Designer and Developer now support basically any ODBC database backend. They realized that they are not only in the RDBMS platform business, but also the RDBMS tools business.

>But NCA is nothing more than CORBA with some proprietary junk wrapped around it.

Hope you will explain this. ORACLE NCA runs on any browser, on any web server, and 100% web enables any app developed with Designer/Developer. Just because there is some proprietary code doesn't mean it only runs in proprietary environments.

You do unwittingly build the argument that Oracle's biggest problem is its reputation. Even when they solve a problem (complexity, price, propriety) their reputation lingers.
