Wcom has by far the best local last mile access of any telco other than the incumbant Rbocs (I'm including GTE in this group). It is a fundamental part of its story. Together with Uunet.

Further Wcom's last mile access is national, and it is fiber based cream skimming.

You are right. The person you responed to obviously doesn't know much about Wcom.
