I am not an industry expert but can someone explain the conflicting data.

So far, we have read or linked articles that show there are 15 fabs too many. We were also "told" that fabs are operating at 75% of capacity or less. I would assume that most of this excess is for DRAM, since it is the hardest hit of the chip industry. "....11% in 1998, 4-9% in 1999 still an excess but getting better." This seems to be inconsistent with other reports.
