I would suggest there are more than 2 possibilities here - to wit, the second one you list is not the case as the web address known as www.fasc.com does still map to 208.87.157.52 - and telnet and ftp requests route correctly, as well the Netscape server is running there (that's what generates the 404 message) - the ISP for which is the following:

I called their ops department and confirmed that the fasc machine was indeed on their network, but they do not host the machine.
There are many reasons why the machine could be sending back a 404 error ranging from the site being pulled for maintainance to a disk crash ... and yes, to the site having been pulled down. However, this is strictly an issue for fasc, as it is solely their box - if they were going to take it offline and scoot, they probably would unplug the machine and take it - after all it is a DEC. I do not think this is the case. However, I also tried to call Dining, but didn't get voicemail, I talked to a gentleman who asked that I ring back in an hour - it would be real nice to get a quick explanation of for the downtime.
