The float numbers can be deceiving. Stock that is shorted actually increases the float, because there are two longs for every short.

Example:
Investor A: Long 100 Shares Amazon at Schwab
Investor B: Shorts 100 shares at Schwab ( they borrowed from Investor A)
Investor C: Long 100 shares at Schwab ( He bought the 100 shares that were sold from investor B)

So we have 200 shares long and 100 shares short from the above 100 shares.
