Just as they are leveraging both ATM by ASND, and IP from CSCO, they will likewise not eliminate their options in voice, either.

Be it due to fear of the unknown, or just good business sense, they are going to play the percentages. QWST will go with the dominant model (PSTN) in greater proportions than the upstart, VoIP, and gradually shift the emphasis of their investments as the trajectory manifests itself.

To some degree, LVLT has done the same thing, but less visibly, since they too have gone with ATM in certain parts of their delivery platforms after vowing to be a pure IP carrier.

And whereas they (LVLT) also vowed to deliver payloads of all kinds to the customer via IP in the last mile, they have acquired a data clec (XCOM) that is architecturally based on traditional platforms, although I think that the latter is beginning to shift their focus too. FWIW.
