The reason is that not all "aspects" have the same effect on performance
of the process ... Doesn't make more sense to "go after" the biggest effects
and optimize them for highest yield. Using this approach, Intel will
optimize their operating voltage, FET drive currents (Idsats) and Low K
dielectrics to lower the interconnect capacitances. Copper resistivity
improvements over Aluminum are further down the list. Remember, it is better
to do a "few things" well, than "many things" poorly.
