SOUTH HACKENSACK, N.J., July 27 /PRNewswire/ -- In an effort to
capture a significant share of the emerging demand for video
conferencing products within the Department of Defense ("DOD") and
other Government agencies, Visual Telephone International. Inc. (OTC
Bulletin Board: VTPI) announced today a strategic alliance with Mr.
Robert F. Giordano, President of RFG Inc. Mr. Giordano recently
retired after 35 years of government service where he was the Director
of Research, Development, and Engineering for the Army's Communications
Electronics Command. In this capacity, he was named the Army's System
Engineer responsible for enforcing the Army's Technical Architecture
and leading the initiative for bringing digital technology to the 21st
Century Army.

Mr. Giordano's responsibilities included communications, command and
control, electronic combat, intelligence, information systems
engineering, combat support systems, and installation infrastructure
for all tactical, and strategic systems. He managed and directed
programs totaling $1.2 billion and over 4,500 people. Mr. Giordano is
a recognized expert in Information Technology throughout the DOD and in
the commercial sector.

Mr. Giordano brings to Visual Telephone International a firm
understanding of the government process and the insight on how to
interpret government strategies and requirements. His expertise will
allow Visual to establish strategic alliances and implementation of
concepts that will ensure a competitive edge in the expanding video
conferencing market.

As all government organizations continue to downsize, while remaining
dispersed, the need for Video Conferencing capabilities to improve
management efficiency and reduce cost will increase. In addition,
major procurements are planned at the DOD to facilitate "Distance
Learning" training of soldiers from remote locations as part of an
integrated video training network. According to Mr. Giordano, "Visual
