Well, they don't really do this literally, they send secret messages via Press Release and Newspaper Interviews.

Janice, this is close to the truth. I understand they communicate via a system of satellites in orbit over the earth. All were launched by the Chinese at a secret facility in Chu Mei Laun province. It is impossible to intercept these communications, as they use a complex encoding system created by the NSA.
